Private jet charter safety rests on two layers. The first is legal: the company flying you must hold an air operator certificate, which in the United States means FAA authority to fly charter under Part 135, and the specific aircraft must be listed on that certificate. The second is voluntary: independent audits by ARGUS, WYVERN and the IS-BAO program, which look at how well an operator manages risk beyond the legal minimum.

Charter quotes often show these ratings as logos. Few people know what sits behind them, how old the audit is, or what the different tiers mean. This guide explains each one in plain terms, shows how to verify an operator in a few minutes, and lists the warning signs that no rating can override.

How do I know a private jet charter is safe?

Start with the legal check: confirm the operator holds an air carrier certificate and that the exact aircraft, by registration, is authorized for charter. Then look at independent audits such as ARGUS, WYVERN Wingman or IS-BAO, check how recent they are, and watch for red flags like missing excise tax or no safety briefing.

The order matters. A badge from an auditor does not make an unauthorized flight legal, and a legal operator without a badge is not automatically unsafe. Not every certificated operator pays for third-party audits. Ratings help you compare legitimate operators; certification decides whether a flight should happen at all.

Step one: verify the operator and the aircraft with the regulator

The FAA's Safe Air Charter page states that illegal charter operations pose a serious safety hazard and lists the current scale of the legal market: 1,837 Part 135 certificate holders and 11,582 Part 135 authorized aircraft, with more than $18 million levied against rogue operators.

To check a specific operator, the FAA publishes a list of FAA-certificated Part 135 operators and aircraft. The FAA describes it as a spreadsheet searchable by operator name or aircraft registration (N-number), updated weekly. If an operator or aircraft is missing, the FAA advises contacting the local Flight Standards District Office to confirm charter status.

The FAA's consumer page, Thinking of chartering an aircraft?, adds a simple rule: when paying for a charter, ask to see the operator's air carrier or operating certificate to confirm the aircraft is authorized for charter use, and if the operator refuses, look elsewhere.

Outside the United States the principle is identical. The UK Civil Aviation Authority's guidance on charters and air taxi flights says paid flights in business jets are commercial air transport, that by law you must be told the name of the operator, and that you can check it against the CAA's list of UK Air Operator Certificate holders. Our explainer on Part 135 vs Part 91 covers the regulatory side, including European certificates, in more depth.

What does an ARGUS rating mean?

ARGUS International audits and rates charter operators and publishes tiered ratings: Gold, plus the higher Platinum and Platinum Elite tiers, which sit on more demanding audit standards.

The Gold level changed recently. Aviation International News reported in October 2025 that ARGUS added 14 audit categories to its Gold standard for charter operators. Before that, Gold focused on pilot background checks, accident and incident history, verification of pilot experience, operating certificates and insurance. The added criteria cover:

  • Flight operations: safety management systems, emergency response plans, organizational structure, training programs, fatigue management and flight operations procedures.
  • Maintenance: maintenance management, personnel qualifications, quality assurance, training, maintenance control and planning, record-keeping, parts inventory and shelf life, and documentation systems.

AIN reported that more than 400 charter operators held ARGUS Gold ratings at the time, and ARGUS's president said the change leaves Gold-rated operators well positioned to meet the FAA's Part 5 safety management rules.

How to read it: ask which tier the operator holds, when it was last assessed, and whether the rating covers the certificate that will actually operate your flight. A company can run more than one certificate or subcontract trips.

What does a WYVERN Wingman rating mean?

WYVERN is an aviation safety company that publishes the Wingman standard for evaluating operators. A Wingman certification is an audit-based designation rather than a simple data screen.

In its own description of a Wingman renewal, WYVERN lists the scope of the evaluation: the organization's compliance management system, internal evaluation program, safety management system, human factors management, safety culture analysis, risk management policies and practices, emergency response plans and training programs. WYVERN adds that Wingman operators share detailed safety management and emergency response information with it directly.

Read the wording on a quote carefully, because WYVERN offers more than one designation. Ask exactly which one the operator holds, whether it covers the certificate flying your trip, and when it was last renewed.

What is IS-BAO and how is it different?

IS-BAO, the International Standard for Business Aircraft Operations, is run by the International Business Aviation Council (IBAC), a non-profit. According to IBAC's IS-BAO page, the standard was launched in 2002, was developed by the business aviation community and is described as the only ICAO-recognized industry standards program built specifically for business aviation. It is voluntary and scales from a one-aircraft domestic operator to an intercontinental fleet, and it has covered helicopter operations since 2012.

Unlike a rating, IS-BAO is a code of practice with audited registration. Its audits track how mature an operator's safety management system is, in three stages:

  1. Stage 1 confirms the safety management infrastructure is in place and properly targeted.
  2. Stage 2 checks that safety risks are being effectively managed.
  3. Stage 3 verifies that safety management is fully integrated into the business and that a positive safety culture is sustained.

Because IS-BAO is written for business aviation in general rather than charter alone, you may see it on an aircraft that flies both for its owner and for charter clients.

None of these replaces the regulator. Think of the certificate as the floor and the audits as evidence of how far above the floor the operator works.

How safety management rules are changing for charter operators

Many audit criteria revolve around a safety management system, or SMS: a formal way of finding hazards, assessing risk and checking that controls work. In the United States this is becoming mandatory for charter. The FAA's Part 5 SMS frequently asked questions state that Part 135 certificate holders must meet the updated Part 5 requirements by May 28, 2027, 36 months after the rule took effect.

For travelers, the practical effect is that "has an SMS" will soon be a legal baseline for US charter operators rather than a differentiator. What will still separate operators is how mature that system is, which is exactly what the voluntary audits try to measure.

Private jet charter safety red flags no rating can override

The FAA's consumer guidance lists warning signs that a company may not be a legitimate operator. A logo on a quote does not cancel any of them:

  • Operational control pushed onto you. If the company provides the aircraft and at least one crew member but asks you to sign a document taking operational control, walk away.
  • No federal excise tax. Legitimate US charter operators must charge it. Our guide to how a private jet quote is built shows where it appears.
  • No safety briefing or briefing cards.
  • Evasive answers to reasonable questions about the operator, the aircraft or the crew.
  • Coaching passengers on what to say if an FAA inspector meets the aircraft.
  • A price far below the market. The FAA's own phrase is that if a deal sounds too good to be true, it probably is.

Ask too whether the operator on the confirmation is the one named on the quote. A legitimate agent or broker should tell you who holds operational control before you pay.

Applying the same standard on the ground

Safety due diligence should not stop at the aircraft door. The drive from the FBO is often the part of the trip with the most exposure: public roads, late-night arrivals, sometimes a high-profile passenger. LimousineWorldwideDirectory.com books chauffeurs from vetted, licensed and commercially insured local operators in our worldwide directory, and our why book with us page sets out how operators are screened.

Typical runs from our private aviation FBO guides show why timing and briefing matter. From Farnborough to central London is about 56 km (35 miles), 60 to 110 minutes depending on the M3 and the approaches. From the Geneva business aviation terminal to the lakefront hotels is about 5 km (3 miles), 15 to 30 minutes.

For principals who need discretion, our VIP chauffeur service handles name-free signage and route discipline, corporate travel teams can put trips under a corporate car service account with consistent standards, and visiting executives can be met by our executive chauffeur service. Our private jet car service tracks the tail number so the car is planeside or at the FBO door as permitted.

Requesting a vetted charter through LimousineWorldwideDirectory.com

When you send a request through our private jet charter page, we act as your booking agent. Every flight is operated by a licensed air carrier, such as an FAA Part 135 operator in the US or a holder of an EU or UK air operator certificate in Europe, which holds operational control. Tell us if you require a specific ARGUS tier, WYVERN status or IS-BAO registration, and we will only present operators that meet it, with the operator's name on the quote.

For the ground segment, book online and see the fare before you confirm, or call (877) 860-3388. If you are weighing how to buy flying in the first place, compare models in our guide to jet cards vs on-demand charter.

Frequently asked questions

Is an ARGUS or WYVERN rating required by law?

No. Both are voluntary, commercial audit programs. The legal requirement is the operator's certificate, which in the US is FAA authority to fly charter under Part 135, with the aircraft listed on it. Ratings show how an operator performs above that minimum, so treat them as a comparison tool between legal operators, never as a substitute for checking the certificate.

Which is better, ARGUS Platinum or WYVERN Wingman?

They are different programs with different methods, and both involve audits of how an operator manages safety. Rather than ranking the badges, ask how recent the audit is, whether it covers the certificate operating your flight, and what findings were raised. A well-run operator should be comfortable discussing its audit history in general terms.

Does IS-BAO registration mean an operator is safer?

IS-BAO registration shows the operator follows an internationally recognized code of practice and has had its safety management system audited, with Stage 3 indicating the most mature level. It is strong evidence of a safety culture, but like any audit it is a snapshot. Combine it with the regulatory check and a look at the operator's recent history.

How can I check if a charter operator is legal in the US?

Ask for the operator's name and air carrier certificate, then search the FAA's list of certificated Part 135 operators and aircraft by company name or N-number. The FAA updates it weekly. If you cannot find the operator or aircraft, contact the local Flight Standards District Office before you book or pay.

Do safety ratings apply to the chauffeur at the FBO?

No. Aviation audits cover the flight operator only. Ground transport needs its own checks: licensing, commercial insurance and vetted drivers. LimousineWorldwideDirectory.com books cars through licensed, commercially insured local operators and tracks your flight to the FBO. You can see the fare on our online booker before confirming.

Can I insist on a specific safety rating for my charter?

Yes. When you request a quote, state the minimum standard you require, for example a particular ARGUS tier, WYVERN Wingman status or IS-BAO registration. Only operators that meet it should be quoted. Expect fewer options and sometimes higher prices on short notice, especially for less common aircraft types or remote airports.
